CEO and Technical Director
Paul is a highly accomplished business leader with over 13 years’ experience in consulting. He has worked in a wide range of sectors and particularly extensively with the Defence sector in Australia, NZ, the UK and elsewhere over the past 13 years, involved in facilitating many key decision points for major programmes and strategic planning initiatives.
Paul is committed to changing the way organisations make strategic decisions – to collaborative, value-focused decision-making with clear, open communication – and frequently works with top teams in the public- and private-sectors to facilitate decision-making.
Paul is a Principal Consultant and CEO of Catalyze APAC; his roles include facilitation, design and implementation of decision-making and decision-support processes, senior client and stakeholder engagement, programme management and business development.
Principal Consultant and NZ Director Catalyze
Edward has been the Principal Consultant at Catalyze for the last five years and leads the New Zealand work. Edward has skills in assisting groups make complex decisions in a wide range of contexts and settings and regularly leads Catalyze engagements with large organisations and groups of diverse stakeholders. Edward brings experience in advising Ministers through appointments in Ministers’ offices and the Department of the Prime Minister and Cabinet
Belinda leads engagement with our Canberra clients, and supports Catalyze projects across Australia and New Zealand. She has facilitated strategy development, governance and decision-making in complex, high profile and sensitive environments spanning national security, law enforcement, health and social services portfolios. Belinda draws on more than 12 years’ of experience in Federal Government, including as an adviser to Ministers, as well as significant appointments in the private and not-for-profit sectors.
Shona Bernard Chandler
Shona is a Consultant at Catalyze. Her expertise is in communication, project and team management. She has 30 years’ experience in human resources and cultural change management. Her skills include facilitation, training and development, analysis and strategic design.
Shona’s experience includes consulting internationally throughout Asia, India and America. She has delivered programs and workshops to more than 20,000 people and has worked closely with all levels of management to design and implement strategies, plans, processes and systems.
Shona has worked extensively with government departments, the private sector, charities and not-for-profit organisations. She has a degree in HR from the Sydney NSW University of Technology.
Jessica is an experienced Executive Assistant and Administrator. Jessica works with all Catalyze Team, Experts and Technical Partners to support the successful completion of projects on time and on budget. Jessica coordinates all Decision Conferences with key leaders and teams, ensuring workflow on all projects and the relative stages of each project are successfully managed, where momentum ensues, supporting achieving the key outcomes successfully. Jessica also supports in the production of key documentation for each proposal, tender and project.
As Managing Partner, Matt built a leading Business Advisory and Accounting Firm (MPR Group) over 14 years before merging with the Prime Financial Group in 2016.
Matt has provided mentoring, CFO and key Board and leadership services for over 100 business owners in the emerging technologies, biotechnology and other innovative industries.
He has also provided reliable and pragmatic tax and restructuring advice to support business owners to achieve the reasons of why they went into business.
At Catalyze Matt is our virtual CFO providing a range of support and advisory to Catalyze APAC.
Tapio is an experienced consultant with background in Strategic Portfolio Management and IT Strategy. He has worked extensively in financial services, banking, insurance and defence sectors in New Zealand.
Tapio is particularly adept in collaborating with senior leadership teams to turn their organisational strategies into actionable portfolios of change initiatives. He does this by facilitating portfolio governance groups in making effective selection, prioritisation and balancing decisions on investments.
Tapio grew up in Finland and has a Master of Logistics and Material Management from Helsinki University of Technology.

Dr Kevin Bossley
Director – Catalyze UK
Kevin is a Director and Principal Consultant at Catalyze UK. He helps organisations with a wide range of portfolio planning and management challenges, such as strategic balance of investment; rationalising and delivering large R&D portfolios; developing operating plans; setting up portfolio governance structures and financial management methods; and generally helping to develop and mature the PMO.
Kevin has a degree in cybernetics and control engineering and a doctorate from Southampton University’s Electronic and Computer Science Department, and is on the committee of the OR (Operational Research) Society’s decision analysis special interest group (DASIG).
Consultant and Lead Analyst – Catalyze UK
Patrick is a Consultant and Lead Analyst at Catalyze UK. He helps clients design, structure and embed decision-making processes, covering data collection, data analysis and management, MI and business intelligence. He has undertaken a broad range of consulting roles within the UK MoD and major Financial Service institutions on business transformation and software implementation. Patrick also leads the development of the Catalyze strategic portfolio prioritisation and management toolset.
Patrick has a Masters degree in Strategic Entrepreneurship and an Honours degree in Management Sciences from the University of Southampton.
Dr Grace O'Connor
Consultant at Catalyze Consulting UK
Grace is a Consultant at Catalyze. Her main roles include process design, data analysis, requirements gathering and tool design. She combines strong analysis skills developed in scientific research with a broad base of consulting experience and enjoys supporting organisations in applying best practice techniques to their portfolio management. Grace is a certified practitioner of Management of Portfolios (MoP) and has recently worked to help embed Project, Programme and Portfolio management at British Army HQ. Grace has a PhD and MSci in Astrophysics.
